What the rule says
Washington's Recycling Reform Act (Laws of 2025, ch. 316; chapter 70A.208 RCW) sets up producer responsibility for residential packaging and paper products through a producer responsibility organization (PRO). Producers had to appoint a PRO by January 1, 2026; after July 1, 2026 a producer must be a member of a PRO registered in Washington (or register as a PRO for its own plan); and from March 1, 2029 a producer that is not a member in good standing cannot introduce covered materials into the state. De minimis producers are excluded.
