    What the rule says

Maine's packaging stewardship law (38 M.R.S. 2146; LD 1541, P.L. 2021 c. 455, amended by P.L. 2025 c. 383) will have producers of packaging material sold into Maine register with and pay a stewardship organization under contract with the Department of Environmental Protection (DEP), which reimburses municipalities for recycling costs. As of DEP's September 2026 update no stewardship organization is under contract (no proposals were received by the August 20, 2026 deadline and DEP is revising the request for proposals), so producer registration, payment and reporting dates are not yet set; exempt producers include those under $2 million in gross revenue (under $5 million during a transition window), those using under one ton of packaging material, and those earning over half of revenue from salvage, closeout, bankruptcy or liquidation goods.
