What the rule says
SB 54 (Stats. 2022, ch. 75) makes producers of single-use packaging and plastic food service ware sold, distributed or imported into California responsible, through a producer responsibility organization (PRO), for source reduction, recyclability and funding; CalRecycle approved Circular Action Alliance (CAA) as the first PRO in January 2024. Under CalRecycle's permanent regulations (effective May 1, 2026), producers had to register by June 1, 2026 (with CAA if participating in the PRO, or with CalRecycle if applying as an independent producer or for the small-producer exemption for under $1 million in California gross sales), and from January 1, 2027, or approval of the PRO plan if sooner, a producer must be approved to participate in a PRO plan to sell, import or distribute covered material in California.
