What the rule says
Minnesota's Packaging Waste and Cost Reduction Act (2024 Minn. Laws ch. 116, art. 5, enacted in H.F. 3911) makes producers of packaging and paper products responsible for funding a statewide program through a producer responsibility organization (PRO); the MPCA confirmed Circular Action Alliance as the initial PRO in February 2025. After July 1, 2025 a producer must be a member of a PRO registered in Minnesota, and after January 1, 2029 no producer may introduce covered materials unless it has a written agreement with a PRO operating under an approved stewardship plan. De minimis producers (under one ton of covered material or under $2 million global gross revenue) are excluded.
