    What the rule says

Colorado's HB22-1355 (C.R.S. 25-17-701 et seq.) requires producers of packaging and paper products sold or distributed in the state to take part in a statewide program run by a producer responsibility organization; CDPHE approved Circular Action Alliance's program plan in December 2025. Since July 1, 2025 a producer may not sell or distribute products that use covered materials in Colorado unless it participates, dues are payable to the organization by a date it sets (no later than January 1, 2026) and annually after, and exempt producers include those with under $5 million in realized gross revenue (adjusted each July 1 for inflation), those using under one ton of covered materials, governments and nonprofits.
