    What the rule says

Maryland's SB 901 (Chapter 431 of 2025, effective June 1, 2025) builds producer responsibility for packaging and paper products around a single producer responsibility organization (PRO) approved by the Maryland Department of the Environment (MDE). Beginning July 1, 2026 and each year after, the PRO (and any producer that does not join it) files an annual registration and fee with MDE, each producer must submit a producer responsibility plan, individually or through the PRO, by July 1, 2028 and every five years, and producers under one ton of covered material or under $2.0 million in global gross revenue are de minimis and excluded.
