What the rule says
Oregon's Recycling Modernization Act (SB 582) requires producers of packaging, printing and writing paper and food serviceware sold into Oregon to register with, report supply data to and pay fees to a producer responsibility organization (PRO); DEQ approved Circular Action Alliance's 2025-2027 program plan on February 21, 2025, CAA could charge member fees from July 1, 2025, and supply data is due to CAA each May 31 (2024 data was due March 31, 2025). Producers with under $5 million in global gross revenue or under one metric ton of covered products sold into Oregon in the prior year are exempt; for goods sold at physical retail the obligated producer is typically the brand-owning manufacturer (or the US importer), and for remote sales the party that packages and ships is the producer of the shipping packaging.
