What the rule says
California's Bureau of Household Goods and Services requires filling materials and cover fabrics in upholstered furniture sold in California to meet Technical Bulletin 117-2013 smolder-resistance requirements and furniture manufactured after January 1, 2015 to carry a TB 117-2013 flammability label. The standard became effective January 1, 2014 and was fully implemented January 1, 2015. Compliance responsibility rests not only with the manufacturer but also with the importer, wholesaler, retailer or anyone holding the goods with intent to sell (Business and Professions Code 19072).
