    What the rule says

California's Airborne Toxic Control Measure sets formaldehyde limits for hardwood plywood, particleboard and MDF sold in California as panels or in finished goods, and it reaches fabricators, importers, distributors and retailers as well as panel producers. Introduced in two phases between 2009 and 2013, it has allowed only Phase 2 compliant products to be sold in California since January 2014. CARB accepts TSCA Title VI labeling and supplier statements, but where CARB and EPA requirements differ the stricter one applies to products sold in California, for example CARB requires finished goods to be labeled as containing Phase 2 compliant composite wood regardless of the amount.
