What the rule says
California's amended Proposition 65 safe-harbor regulations (27 CCR 25601-25603 and related sections) took effect January 1, 2025. A short-form on-product warning must now name at least one listed chemical, for example "Can expose you to [chemical], a carcinogen. See www.P65Warnings.ca.gov", and may use WARNING, CA WARNING or CALIFORNIA WARNING with the yellow triangle symbol. Short-form warnings on products manufactured and labeled before January 1, 2028 may keep the old chemical-free wording and still claim safe harbor; from that date the new wording is required for safe-harbor protection. For internet purchases made before January 1, 2028, an online retail seller has 60 calendar days after receiving updated warning notice from the supplier to change an existing short-form warning.

Old-style short-form warnings lose safe harbor
Under 27 CCR 25603(c), only products manufactured and labeled before January 1, 2028 may use the old short-form content; internet-purchase relief in 25602(b)(2) also ends for purchases on or after this date.
