What the rule says
The Lacey Act requires importers of plants and plant products, including wood furniture and furniture parts classified in HTS chapter 94, to file a declaration at entry identifying the plant species, country of harvest, quantity and value. APHIS phased the requirement in by HTS code; Phase VII, which began December 1, 2024, added remaining plant-product HTS codes (except 100 percent composite materials), including chapter 94 lines for wooden office, bedroom and other wooden furniture, upholstered wood-framed chairs and seats, bamboo and rattan furniture and wood furniture parts. Since January 1, 2026, APHIS no longer accepts paper PPQ 505 forms; declarations must be filed through CBP's ACE or APHIS's LAWGS.
