What the rule says
CPSC's Certificates of Compliance rule (90 FR 1800, January 8, 2025) requires importers of CPSC-regulated consumer products that must be certified - for example clothing storage units and children's furniture such as cribs and toddler beds - to electronically file certificate data with CBP when the goods are entered. The requirement took effect July 8, 2026 for most imports, and January 8, 2027 for goods entered for consumption or warehousing from a foreign trade zone. Upholstered furniture is not subject to CPSA section 14(a) certification for the flammability standard under 16 CFR 1640.4(a), but still carries the federal flammability label.
